SBE Chapter 56 August 28, 2001 Meeting at the Fountains Restaurant in Tulsa, OK.

 Gerald Weaver called the meeting to order as Don Dobbs was delayed with a meeting.

Treasurers Report:

Larry Miller reported that on July 27, 2001 the Chapter had a checking account balance of  $3,900.19. Since then no newsletter expenses, a deposit of $100.00 from commercial dues was received and deposited, leaving a balance on August 28, 2001 of $4,000.19.

 Frequency Coordination Report:

Above 1 GHz Larry Miller reported that NBC will be airing the Williams LPGA Golf Classic at Tulsa Country Club on September 7-9.  They requested the use of two 2 GHz channels for rf camera usage and one 2.5 GHz channel for blimp usage. KTUL offered them the use of channel 4. Other Tulsa 2 GHz band user names were given to NBC for contact purposes.

Below 1 GHz Richard Hardy was not present but his report is posted on the Web Site.

 Minutes from the July meeting were approved by voice vote.

 Education Committee Report: Jim Bowles was not present, hence no report given.

 EAS Report: None given.


  

Program -  

The Newsletter Committee, Gerald Weaver and Roger Herring, debuted the new Chapter 56 Website and went over how the e-mail version of the newsletter is structured along with the links to each relevant section.

  

After further discussion about the Website and E-Mail based newsletter the meeting was adjourned.

Emergency Alert System

In connection with the recent terrorist attacks, and in order to avoid potential public confusion or fear, the Federal Emergency Management Agency (FEMA), has requested that broadcast stations suspend their routine weekly and monthly tests of the Emergency Alert System (EAS).  In light of FEMA’s request, and after input from the FCC’s EAS National Advisory Committee, we (the FCC) confirm that broadcast stations may suspend their routine weekly and monthly testing until October 2, 2001.  Additionally, during this period, cable systems need not comply with the rules regarding the handling of the routine weekly and monthly EAS tests. The FCC will not take enforcement action against broadcast stations or cable systems for not complying with the rules relating to these routine EAS tests during this period.  Should an extension be required, an additional FCC public notice will be issued.  All other EAS rules must be complied with.  The next statewide Required Monthly Test will be on October 9, 2001.

The required State Monthly Test malfunctioned at the Oklahoma Emergency Operations Center (EOC). Originally scheduled for 11:15 a.m. on September 04, 2001, the test failed.  However, the Department of Public Safety was contacted and they quickly volunteered to conduct the test.  It was successful although delayed to 11:35 a.m.   System repairs are underway at the EOC.
