SBE Chapter 56 
Meeting Minutes

for October 23, 2001
at the Fountains Restaurant, Tulsa, OK

SBE 56 Chapter Chairman Don Dobbs called the Meeting to order.  Don asked everyone present to introduce himself or herself. 

Reports:
Minutes as amended due to a typographical error ($4,413.69 not 44,413.69) on the Chapter Website were approved by voice vote.

Treasurers Report:
Larry Miller reported that the Chapter Checking Account Balance last month was $4,413.19 on September 25, 2001.

Expenses of $0.00 for September newsletter expenses.  Deposit of $0.00  Leaving an account balance $4,413.19 as of today, October 23, 2001. 

Frequency Coordination Report:
Above 1 GHz:

Larry Miller reported no new activity. 

Below 1 GHz:

Rich Hardy reported no new activity.  He reports that during the golf match there was some interference, but was unable to determine cause.

Certification Report:

Jim Bowles reported that there is one member about to take a test (the exact date is yet to be determined in November 9 to 19 this session is now closed).

February 8-18, 2002, Local Chapters, 12/ 28/ 2001 - Is the next scheduled Certification session.

 

Internet Report:

Roger Herring reported that a ENG Safety link is being established to Mark Bells website.

 

EAS Report:

Roger Herring reported that EAS testing is back to normal, last months test processed normally.

 

New Business:

Roger Herring proposed spending $125.00 annually for a ENG Memo by Mark Bell that could be posted to the Chapter 56 website for members education.  The motion was seconded and approved by voice vote.

The OAB winter conference agenda was also discussed by Roger Herring along with Don Dobbs (who mentioned that Carl Smith is seeking topics and has scheduled a meeting with Don, Roger, and the OKC Chapter) he is still seeking suggestions about conference topics.

Don Dobbs also mentioned the SBE 2 day certification program for Networking certification as a possible part of the Agenda.

Today’s Program:

    Triveni Digital presented information about PSIP (Nandhu Nandhakumar- V.P. of Engineering and CTO).  Nandhu reviewed what PSIP is and its importance in ATSC Transmission and Reception.
    Dallas Davidson (Eastern Region Sales Manager) demonstrated their Streamscope product for analyzing the ATSC MPEG II stream, also they mentioned the family of products by Triveni Digital to diagnose, enhance and build elements of the MPEG II stream.

    Dekocast uses a Targa 3200 Video Card and has integral Deko CG, DVE effects, Audio Mixer, and a option for a Server/ Clip Player. A key output {November 1} is available as a option, as well as a Bypass Option {November 1} It has Automation interfaces already include Philips, Sundance, Chyron III protocols, others are in development.  There is approximately 200 deployed.  It has EAS capability, GPI triggers, and much more.
    Single Channel starts at $25,000.00; $32,500.00 for Dual Channel; Clip Player $7,000.00; Bypass Option $2,000.00; Caps [Cell Animation capability] $1,500.00

The last statewide Required Monthly Test was on November 6, 2001 at 11:15 a.m.  However, it did not get passed along here in the Tulsa area.  Instead a RWT came through.  You will want to check your EAS logs if you have not done so.

Information for Remote Transmission Professionals

When the "middle man" is eliminated, you're what's left.The new risk factor out there is the terrorist, a criminal with want for notoriety of his/her cause in their quest for it. The possibility of terrorism is a very strong fear and anxiety producing factor in which crimes committed don't have to be big to maintain that fear; They just have to be persistent, and visible.

That's where TV news people come in. Live TV news seems to be a likely target for such antics, as news crews get drawn to the scene and act as a megaphone for any deed, even if it happens to them.

Many stations have security at/in their buildings, but live TV presents a vulnerability which takes the broadcast operation right into the street, most times, with only the integrity of the public as security.

Crews should work with their managers, law enforcement authorities, and other stations, to create policies which may include setting up perimeters around live shots which will isolate crews, more than ever, from the general public. Crews always have the power to be careful and observant, and should use all the tools they can. Nothing should be taken for granted. Station Managers wouldn't take the walls down from their station buildings, would they? Live shots are the station without walls.

Tips:

Isolate your area, either physically with ribbon, vehicles, cable or other visual obstruction.
  Post signs which tell people to stay away from your equipment and vans.
  Measure the onlookers ... you know what the common vidiots look like. Beware of strange(r) people.
  Group with other broadcasters when possible. Pool geographic resources, place vans and valuables where all can monitor them, and vans can be watched for intruders.
  Caution interview subjects that they should also beware, and suspicious activity behind their interviewer is reason for extra caution and notice.
Take extra care to understand your news coverage objective on every story. Impulsively rushing out to the scene is your expected reaction. Check out the surroundings ... explore the area. Every environment is potentially dangerous. Be cautious, and hope this alert status ends soon.
