SBE Chapter 56 
Meeting Minutes


for April 22, 2003

The Meeting  was called to order by Chapter 56 Chairman Ray Klotz, Ray asked everyone present to introduce him or herself.

 

Reports:
Minutes:

Meeting minutes from the March meeting were brought up for approval as posted on the Chapter 56 Website.  The Minutes were moved, seconded and approved by voice vote of the members present.
 


Treasurers Report:
 

 Larry Miller reported as of the last meeting, held on March 28, 2003, the Chapter had a checking account balance of $3,432.18.  The Chapter has paid out $723.22 for the OAB/SBE Technical Seminar breakfast at the last Chapter meeting.  As of  April 22, 2003, our account balance is $2,707.96.


Education Report:  

Ray Klotz reported that tests are to be given the week of June 6 – 16.  Application deadline is April 25.  There is a new category that is a certification for Radio Operators.

Frequency Coordination, below 1 GHz:

Richard Hardy mentioned information concerning “Fixed link receive sites”

Web and Internet Report: 
Gerald Weaver and Ron Stearnes reported nothing new.

EAS Report: 

Roger Herring reported that the Amber Alert test was rescheduled for April 22, at 10:45 a.m.  The next Amber Alert test will be in December, 2003.

 

Internship Committee:

David Shaffer reported that Channel 6, Channel 8 and Cox Cable have been participates in this program this spring.

Internet Report

No report.

Old Business:

Roger Herring reported that the Incorporation status of the Chapter is still up in the air.  The state of Oklahoma can’t find the Chapter filed papers.  Ray Klotz – Thanked those that helped put the OAB/SBE seminars together and those that attended.

New Business:

Roger Herring said that there would be a special Chapter event on May 13, at the Clear Channel Convention Center.  Larry Blumfield from Tech Notes would give a mini presentation of the recent NAB Convention.  COMREX is scheduled for the May meeting.  Maybe a Cox Cable tour will be taken in the future.

Program – A roundtable discussion on the recent NAB convention.  Steve Davis spoke on the Paradigm audio/distribution console, Klotz System, Wheatstone  integrated console/router, SAS Rubicon broadcast console and Steve said that Telos’s “Live Wire” was interesting.  Ray Klotz found the Live Wire intriguing.  Also during the roundtable, the Harris DAC transmitters and Harris BMX digital console were spoken of.  Doug Bonebrake talked about the Sony optical disk for newsgathering.  Roger King spoke about the new Profile which is now smaller and has removable recording media.  Ron Fischer talked about the Audio Precision ATS-2 with six channels.  LED tower lights were mentioned by Ray Klotz.  Steve Davis asked if anyone had plans to use IBOC.

A motion to adjourn the meeting was seconded and approved by voice vote.

Below is a report from Larry Bloomfield on our Tulsa SBE 56 Meeting last Tuesday night.

 

Dear Friends of the Road Show:

 

Amidst quarter-sized hail, torrential rains, thunderstorms and lightening, the Tulsa SBE chapter turned out by the numbers to learn about the technology the Tech-Notes Road Show brought to them. Many showed up early to give us a hand in setting up. Although it was doubtful that many would show due to the weather conditions, the Tulsa SBE had a total of 25 folks who were in attendance. All expressed their interest in the technology and asked very good questions.

 

This was the first venue where we actually employed the technology we brought with us to demonstrate how flexible it can be. Wohler supplied a DVD player, which we used to show a DVD movie from. Both video and stereo outputs of the DVD player were feed into an ESE one – twelve out Audio/Video distribution amplifier. One output feel the Wohler equipment, another fed the Evertz quad display and yet a third output was fed into an AJA analog in – SDI out module which fed one of the inputs of the Leader LV-5700 digital scope. All went well. What else would you expect?

 

Digital Resources, Inc.’s Tim Bock provided, all who attended, an excellent catered Italian meal of spaghetti, lasagna, salad, garlic bread and cool beverages. The only losers in Tulsa were the engineers who chose not to attend. No one departed hungry either professionally or physically.

 

The winner of the Clark Wire & Cable BNC Coaxial Crimp tool for Tulsa is: Jim Hicks, Chief Engineer of KTSO-FM. The winner of the DSC Labs Pocket size Test Pattern card for Tulsa is: Dale Vennes, Engineering Manager at KJRH-TV

The protocols are still being worked out for correcting missing information in the ULS database prior to PCN implementation on October 16, 2003. Dane Ericksen of the SBE FCC Liaison Committee indicates the FCC staffers want SBE to petition the FCC Office of the Managing Director to exempt Form 601 filings that correct missing data from a filing fee. That petition should have been filed by the time you read this, then it is up to the FCC. Although by no means official it appears if the FCC will exempt missing information ULS database updates it will be handled on the Form 601.
 
Everyone should check all BAS licenses in the ULS NOW for accuracy, be sure the receive site data is there. If anything is missing it needs to be corrected during this stay, after October 16 it will cost big bucks to correct anything. If you do not know how to navigate the ULS or what data to look for call me and I will help.
 
This Is Important, after October 16 Larry Miller and I will no longer coordinate any fixed links above 944.0 MHz, when the commercial coordinators are performing this task it will be the data in the ULS that is used to protect your existing link, if the information is not there you will not be protected.

The SBE Certification Committee has established the exam dates listed below for 2003.  Check for the time that is best for you.

We will have Dan Rau from Comlabs talking about Emergency Messaging and a fix that many states have now adapted for EAS.

EAS (Emergency Alert System) is at the top of broadcasters concerns for
many reasons. 

Operationally EAS depends on every station to receive and pass on the
emergency message.
Recent events show that EAS simply does not work as intended.

EAS is not secure. False emergency messages can be inserted by virtually
anyone with a
cursory knowledge of the system.  False messages can be used to create
panic and diversion
of vital resources.


What can you do?  Come to the May SBE meeting and you see what EAS can be. 

Comlabs EMnet/EAS is a small part of the EMnet Emergency Messaging Network
that provides
point to multi-point messaging in a secure environment.  EMnet/EAS
eliminates the daisy chain
nature of EAS and provides virtually instant distribution of messages.

EMnet is a comprehensive messaging system in use by state emergency
management agencies
in Florida, Delaware, Pennsylvania, Illinois.

Soon Maryland, the District of Columbia, Virginia, Minnesota and Michigan
will have EMnet and EMnet/EAS.

Emergency Alert System

An AMBER test (CAE) scheduled for Tuesday, April 22, 2003 at 10:45am had partial success.  A couple of critical stations did identify either problems with their receiver, programming, or connection.  We’ve been assured these problems will be corrected soon.

A meeting of the AMBER committee is scheduled for Friday, May 23.  I will report any items worth mentioning at a later date.

Meanwhile I am working on a CD recording of the CAE that I can pass around allowing stations to test their receiver for the CAE code.  I hope to have that ready soon.

The next scheduled RMT is for June 3, at 11:15 p.m.
