SBE Chapter 56 
Meeting Minutes


for February 25, 2003
at The Fountains,

SBE 56 Chapter President Roger Herring called the meeting to order,

Minutes:


Meeting Minutes: from the January meeting were brought up for approval as posted on the Chapter 56 Website.  The Minutes were moved, seconded and approved by voice vote of the members present.


Treasurers Report:
 

Larry Miller reported that the Chapter Checking Account Balance as reported last month was a typo error and was reported as $3,541.71. The November Treasurers report reflected the correct amount. Since there were no expenses or income in January, the Chapters checking account balance as of our last meeting, January 21, 2003 was $3,491.13.

There has been an expenditure this month of $59.95 for a flower arrangement for Larry White’s Funeral. 

As of today, February 25, 2003, the Chapter account has a balance of $3,431.18

 


Education Report:  

Ray Klotz reported the next test is at NAB 2003 April 8th the deadline to apply is March 1, 2003. The next local exam is June 6-16th the deadline for application is April 25, 2003.

Frequency Coordination, below 1 GHz:

Richard Hardy reported that KMYZ-FM (59979) has applied for a composite STL on 994.130 mHz from the Remington Building to the transmitter in Oneta. They will discontinue discrete operations on 948.875/ 949.125 mHz.

KMMY-FM (35141) is operating an unlicensed relay STL from Cityplex to 3rd and Broadway in Muskogee on 944.5 mHz, this STL has been in operation for several years. KMMY-FM was notified of the unlicensed operation in October 2002 but as of 2/25/2003 no application has been filed. 

KYAL-AM (35974) is operating an unlicensed STL from Cityplex to Frankoma Road - Sapulpa on 945.5 mHz, this STL has been in operation for about eight years. KYAL-AM was notified of the unlicensed operation in October 2002 but as of 2/25/2003 no application has been filed. 

KXOJ-FM (35976) is operating an unauthorized STL from Cityplex to North of Sapulpa on 947.0 mHz, KXOJ-FM has a current license on 947.0 mHz (WHA963) to operate from Frankoma Road to North of Sapulpa. The Cityplex STL has been in operation for about eight years. KXOJ-FM has been notified of the unauthorized operation in October of 2002 but as of 2/25/2003 no modification application has been filed. 

KCXR-FM (64514) is operating an unlicensed STL from Cityplex to Springhill near Taft on 945.0 mHz, KCXR-FM was operating on 946.5 mHz and was causing harmful interference to KXBL-FM (68331). KCXR-FM then moved to 947.875 mHz but was receiving interference from KJSR-FM operating on 948.0 mHz .Richard  suggested they move to 945.0 mHz and contact KCFO-AM to check for harmful interference. Other than obtaining the database from him and receiving the suggestion to try 945.0 mHz; KCXR-FM did not include Richard in the selection process and did not notify him or anyone else of the selected frequency, he has found the STL by independent monitoring of the band. AS of 2/25/2003 KCXR-FM has not filed an application for 945.0 mHz

Frequency Coordination, above 1 GHz: 

Larry Miller reported that there was a 2 gHz usage meeting on February 2, 2003. Representatives from KOKI- Sonny Hollingshead, KJRH- Dale Vennes, KOTV- Gerald Weaver, KTUL- Roger Herring were present. Several issues were discussed to alleviate the problems of channel interference. It was agreed that a better communications system between stations was needed to meet the channel requirements during breaking news and sporting events.

KOTV is applying for use of 13 gHz channels A08, A12, A16, A17, A19,and A20. 

KTUL will be going on the air testing it’s digital transmitter in late March. KTUL’s digital channel will be channel 10 VHF.

Web and Internet Report: 
Gerald Weaver and Ron Stearnes reported nothing new.

EAS Report: 

Roger Herring that the next monthly test will be March 4th at 11:15 am.

The last Amber Test- Oklahoma City had major problems with the CEM codes causing confusion.

Roger suggested that if your not on the EAS e-mail list to go to http://okeas.org and get on the e-mail list for updates.

The new Amber Alert EAS code is CAE and your EAS unit will need to be updated with this and the other new EAS codes. Check with your manufacturer to see if an update is available.

Internship Committee:

Gerald Weaver and David Shaffer: David reported that KTUL had a good experience with their intern Jose.

Internet Report

No report.

Old Business:

The situation with the Chapter Articles of Incorporations has revealed that  a check with the State of Oklahoma could not find our Articles. The Chapter has copies with filing stamps on it and the matter continues to be investigated. Tax questions are still being investigated. SBE Chapter 56 Sponsors still need to be invoiced.

The OAB Winter Conference registration and seminar information has been e-mailed.

New Business:

Secretary- Bill Lee

There is traveling NAB Show presented by Larry Bloomfield (www.tech-notes.tv) that will be presented May 13th at 7 pm, OKC SBE chapter has been invited. 

Roger Herring thanked the SBE OAB committee members (Richard Hardy, Brian Egan, Ray Klotz, Dale Vennes, Roger Newton, Gerald Weaver, David Shaffer, Bill Lee, Troy Langham, Ken Ostmo, and Tim Bock). The SBE nomination committee members (Richard Hardy, Jim Hicks, Bill Lee, and Larry Miller)  for their help.

     KTUL is now testing KTUL-DT on vhf channel 10.  The testing is ongoing.  Users of wireless microphones that are using a frequency from 192MHz to 198MHz may experience problems and will need have their systems moved to an unused frequency.

Applications must be received at National by March 1st for the exam period April 8, 2003.

The SBE Certification Committee has established the exam dates listed below for 2003.  Check for the time that is best for you.

Management or Employee problem?


The CO story in the last newsletter
prompted two interesting responses.


 

Story #1

When I was at [a station] I installed a CO detector
in the ENG van.

The photogs often ran the generator with the
cover off, to keep it from overheating. (that problem
was resolved) The first real remote we did, follow-
ing the CO detector installation, was at the LPGA
tournament.

We covered that event for a week. To keep the
noise down, we kept the van doors closed. One of
my engineers, who should have known better, was
in the van when the alarm sounded. He took the
detector off the wall and put it outside on the
ground, and promptly went back inside and closed
the doors.

Story #2

Regarding the CO article, the last line, "......and
realization and prevention of CO exposure is an-
other part of the job" reminds me of something I
heard at a recent safety meeting.

I was encouraged to hear that one of our stations
had fully outfitted their vans with CO
detectors......great job.....glad they saw the
light.....such a small investment for the safety of
their operators.  Then the technician went on to say,
"Yeah, and in one van management posted a note,
"Caution: This van has been known to exhibit car-
bon monoxide problems."  Yipes!

Where's the follow through!
 
 

Everybody’s busy......

Sounds as if everybody is too busy to get the
problems taken care of.  Sound familiar? Of course
it is. Nobody reading this newsletter will make a
buck for their station making sure safety is on
everybody’s mind. Somebody may save something
from happening, but who’s to know that?  Story#1
has a photog who has to get a story on the air.
Maybe he figures a rushed lunch makes him nau-
seous, his story is not good, or tension makes him
feel “off.” Maybe he’s a smoker used to elevated
CO levels.

The manager in Story #2 posted a note about his
truck’s problem. Maybe there’s a budget crunch
and he/she had to do something because of a
problem his/her bosses didn’t want to hear about in
a meeting.  Everybody reading this newsletter
makes money doing as “the man” says to do; It’s
the system.

What really matters is that the people you are
working with need you to watch out for them. No-
body can do it all, and few maintain concentration
on any job for more than a few minutes without
some sort of distraction. You want to blame the
managers for not running the place well? Manag-
ers want to blame workers? All that does is take
everybody’s eye off the “ball.”

If you want to be safe, work together. Find com-
mon ground. Look at the person you are with and
forget about him/her or their position, and think
about how it’s somebody’s husband, wife, brother,
sister, father, mother, employer, or employee. They
get up and breathe every morning as you do, buy
the groceries, overspend the credit cards, go faster
than the speed limit, worry about doing the job well,
in their interpretation of it, and, in general, worry
about the same stuff you do. We ALL do.

Safe work practices are a common concern for
each person, because if there’s an accident, it be-
comes everybody’s problem

Be careful out there.
